Generally, marine approval does not necessarily imply that a vessel is fit for purpose. The vessel may be safe to operate but still be uncomfortable e.g. a passenger vessel. As such, a vessel's seakeeping may need to be predicted and recorded for reasons of insurance or finance. Particularly, the probability that operating conditions will be exceeded need to be known in advance. Furthermore, the risk associated with a novel hull form may need to be predicted, and after it is built, monitored to help manage liability.
